Why universities pay more for water than they should

The usual story on a campus bill is dozens of supply points, several billing arrangements, and nobody with a single view of the estate. The five checks further down are where that shows up.

Campus water use swings with the academic year. Halls empty in summer, teaching buildings empty at night, and sports and catering run their own calendars. Default tariffs and estimated billing flatten all of that into an average that suits the retailer more than the institution.

Scale is the other factor. With dozens of supply points across an estate, small errors repeat. An unreconciled SPID list can carry meters for demolished buildings, duplicated charges and drainage assessments that no longer match the estate.

Estates change faster than billing records. Meters for demolished or transferred buildings, duplicated supply points and misallocated charges all persist until someone reconciles the list against the estate.

Institutions, procurement and frameworks

Universities buy water like any other utility, directly or through sector purchasing frameworks. Either route ends in a licensed retailer, and the estate can be consolidated onto one contract whichever way it is procured.

The comparison is still worth running even inside a framework, since pricing and service vary between the retailers on it. The official market rules for business customers are published by Open Water, the body that runs the market.

The market

Can universities and colleges switch water supplier?

Yes. England’s non-household water market opened to competition in April 2017 and Scotland’s opened in 2008, so every university and college can choose a different water retailer. Wholesale supply still comes from your regional water company; only the retailer (the company that bills you and reads your meter) changes.

The 12 retailers below are all licensed by Ofwat to supply non-household water. Pricing, service and sector experience vary from retailer to retailer.

Can a whole campus go on one water contract?

Yes. However many supply points the estate holds, they can be consolidated onto a single retailer with one contract, one bill format and one point of contact.

What is a SPID and why do we have so many?

Every supply point has its own identification number, and a campus accumulates them as it grows. Reconciling the SPID list against the actual estate is one of the most reliable first steps in a campus water review.

Do we have to use a purchasing framework?

No, and even within one the comparison is worth running. Frameworks contain several retailers, and pricing and service vary between them.

Will switching disrupt anything on site?

No. A switch is paperwork rather than plumbing. There is no interruption to supply, no engineer visit and nothing changes on campus.

Our estate has changed shape. Does the billing follow automatically?

Not reliably. Demolitions, disposals and new buildings need to be reflected in the supply point list, and they often are not until someone reconciles it.

We run several campuses. Can they go on one contract?

Yes. Retailers operate nationally, so a group can consolidate sites in different wholesaler regions onto a single retailer, one contract and one point of contact.

How do I get a quote?

Send a recent water bill for the estate. The SPID, annual volume and current retailer are all on it. We come back within two working days with an alternative quote and a flag if anything looks worth checking on supply point reconciliation or drainage.
