Farms, food and head offices
A beef farm outside Perth has mains water running to a dozen field troughs, a farmhouse office and a shed where handling equipment is washed down. Each can be charged differently, and a trough that was disconnected years ago can still sit on the account. Rural accounts like this are common across Perth and Kinross.
Scottish Water is the wholesaler for every business in the area, from large offices on the edge of the city to hotels in Highland Perthshire. Your bill comes from a licensed provider, and the wholesale part is identical whichever provider you choose, so the retail element and the service are what you compare. Our Scotland page explains the market.
Invest in Perth names food and drink, tourism and financial services as the area’s established strengths. Each uses water in its own way.

Food and farming
Farms, food producers and trade effluent around Perth
Scottish Water’s wholesale scheme sets fixed annual charges for unmetered field troughs, drinking bowls and outside taps on farms, with a separate, lower rate for crofts and registered small holdings. The farmhouse and any farm business premises are charged on their own basis. On a mixed farm the account can easily drift out of step with what’s actually connected.
Agriculture shapes the city too. Perth Harbour, about 30 miles from the North Sea, handles animal feedstuffs, fertilisers and timber among other cargo. Businesses storing and moving those goods often have large yards, and property drainage for that hard standing is charged on rateable value where surface water reaches a public sewer.
Food and drink producers have a different priority. Wash-down water from processing lines and other non-domestic discharges to the sewer count as trade effluent. Scottish Water’s 2026/27 trade effluent charges are built from the volume discharged and its strength, measured against standard strengths of 350 mg/litre for biochemical oxygen demand and 250 mg/litre for suspended solids. Stronger effluent costs more to treat, so screening solids and catching waste before it reaches the drain can reduce the charge.
Here’s what that means on a bill (illustrative)
A Perthshire food producer paid about £10,000 in 2025/26 for metered water and waste water and £4,000 for trade effluent. Applying Scottish Water’s 8.67% average as a rough guide puts the total near £15,200 for 2026/27 before the retail element. Bringing effluent strength down only affects the £4,000 part, but it’s the part a producer controls most directly.
Local picture
Head offices, hotels and the city centre
Perth has large corporate offices alongside small firms. SSE plc’s registered office, for example, is Inveralmond House on Dunkeld Road. Big offices are usually metered, with the fixed charge set by meter size, and their water goes on washrooms, staff catering and sometimes cooling plant. If fewer people use a building than when its meter was fitted, the meter may be larger than it needs to be.
The city centre has had a lift from Perth Museum, which opened in March 2024 after a £27 million renovation and drew more than 250,000 visitors in its first year, well past its target. Cafés and restaurants serving those visitors pay mainly for volume, so a dripping tap or a faulty urinal cistern shows up quickly.
Hotels across Perthshire combine both patterns. Laundry and kitchens drive volume, while big roofs and car parks push up property drainage. Our hotels page covers the usual checks.
Where it shows up
Things to check on a Perthshire account
Troughs and taps on farm accounts
Count the troughs, drinking bowls and outside taps on the account against those still connected, and ask for any extras to come off.
Trade effluent sample results
Producers are charged partly on effluent strength. Check recent sample results and question any that look out of line with your process.
Meter size in large offices
If a building is used by fewer people than when the meter went in, ask whether a smaller meter would suit.
Hotel drainage
Check the rateable value used for property drainage is the 2026 figure, and whether any car park drains to a soakaway rather than a sewer.
Several sites, one contract
Groups with a city-centre unit, a country hotel and a rural store can hold every supply point on one contract.
This year
Revaluation and dry weather in Perth and Kinross
The 2026 revaluation took effect on 1 April. Half of the properties in Perth and Kinross saw their rateable value rise, compared with 55% across Scotland. Scottish drainage charges, and any unmeasured water and waste water, are calculated from the current rateable value, so a new figure carries straight through to your bill. If you challenge a value with the assessor and win, your provider recalculates the water and drainage lines built on it. Our Scottish drainage charges guide explains how to ask for a review if surface water doesn’t reach a public sewer.
SEPA’s 15 October 2026 report had the Tay and Earn at Early Warning, while the Firth of Tay downstream was at Alert. Farms and distilleries that abstract under a SEPA licence should follow the weekly reports. Mains customers are supplied by Scottish Water, and our Scottish business water tariffs guide explains how each mains charge is set.

Questions
Perth business water FAQs
Who is the water wholesaler for businesses in Perth?
Scottish Water, for every business in Perth and Kinross. You choose the licensed provider that bills you, and changing provider doesn’t interrupt supply.
Do I pay water charges for field troughs on my farm?
If they’re on the mains and unmetered, yes. Scottish Water sets a fixed annual charge for each trough, drinking bowl or outside tap, with a lower rate for crofts and registered small holdings.
How is trade effluent charged for a Perthshire food producer?
On the volume you discharge and its strength compared with standard levels of biochemical oxygen demand and suspended solids. Sampling results feed directly into the charge.
Did my rateable value change in 2026?
Half of Perth and Kinross properties saw a rise at the 1 April 2026 revaluation. If yours went up, your drainage charges will reflect it.
Where do complaints about a water bill go?
Raise it with your licensed provider first. Unresolved complaints can then go to the SPSO, which handles complaints about most Scottish water providers.
What do you need to give me a quote?
Your business address and SPID. Our guide explains how to find your SPID, then you can compare business water suppliers.
